Video built for a phone network, not a screen
3GP was defined by the mobile industry in the early 2000s, and every constraint in it comes from the network rather than from the camera. Video had to travel in a multimedia message over 2G, so the format was designed around files measured in tens of kilobytes. Resolutions like 176 by 144 were normal. Frame rates were low. The audio codec, AMR, was borrowed from voice calls.
That explains everything about how these files look now. They are not damaged and they have not deteriorated; they are exactly as detailed as they were the day they were recorded, which was not very. What has changed is the size of the screens we watch them on.
The reason they still matter is that they are often the only footage that exists. A phone from 2006 was the only camera most people carried, and the clips on its memory card are irreplaceable in a way that a modern recording rarely is.
How it works
The video — usually H.263 or an early MPEG-4 codec — is decoded and re-encoded as H.264. The audio, typically AMR, is re-encoded as AAC. Both are modern formats that any device will play, and both are far more capable than what the source holds, so nothing is lost by the encoding itself. The limit is the original.
Because the files are so small, conversion is quick, and the resulting MP4 is still small by modern standards.
Do not upscale it and expect a recovery
The temptation with old footage is to run it through something that promises to enhance it. Upscaling produces a larger picture, not a more detailed one — the model is inventing plausible pixels, and on a face the invention is very noticeable to anyone who knew the person. For a recording that matters, convert it so it plays, keep the original file, and let it look like what it is.
Recovering files from an old handset
The usual route to these files is a memory card rather than the phone itself. A
microSD card from a mid-2000s handset will normally still mount in a card reader,
and the video sits in a folder along the lines of DCIM or Video. Phones that
stored to internal memory are harder, and often need the original data cable and
software that no longer runs on a current computer.
Copy everything off the card before converting anything. Cards of that age are past their design life, and reading them repeatedly is the one thing most likely to end badly.
Why the sound is the worse half
Most people expect the picture to be the limitation, and on these files it is usually the audio that is harder to listen to. AMR was built for telephone speech: it models a human voice at a very low bitrate and discards anything that does not fit that model. Music becomes a smear. Background noise turns into artifacts. Two people talking at once becomes one indistinct voice.
Converting to AAC stops that being a compatibility problem, and it cannot undo it. If the recording matters, it is worth listening once with headphones before deciding what to do with it — occasionally the words are clearer than the first impression on a phone speaker suggests.

Can converting make it look better?
No, and be cautious of anything that claims otherwise. Upscaling can make a small video fill a larger screen, but it is inventing pixels rather than recovering them. What conversion genuinely achieves is playability: the recording becomes something modern software will open, at the quality it has always had.
Why does the sound seem so poor?
Old 3GP files usually carry AMR audio, a codec designed for speech over a phone line at extremely low bitrates. It is optimized for making words understandable and is very bad at music or background noise. It is re-encoded to AAC here, which stops it being an obstacle to playback but cannot restore what AMR discarded.
Is 3GP the same as 3G2?
Nearly. 3GP came from the GSM world and 3G2 from CDMA networks, and the two differ in which codecs they permit. Both are cut-down MP4 containers built for mobile. If you have a `.3g2` file, a desktop tool such as VLC or ffmpeg will read it; this converter handles the 3GP variant.
