A codec from 1994, and hardware built for its successor
MPEG-2 was standardized in 1994 and it did its job extremely well: it is what DVDs are encoded in, what digital television broadcast for two decades, and what an enormous quantity of archived footage exists as.
Its problem is that the world moved to H.264. When phones, tablets and televisions started decoding video in dedicated hardware rather than in software, that hardware was built for the codec of the moment, and MPEG-2 was not it. Browsers made the same choice.
So an MPEG file is usually perfectly intact and unplayable on almost everything a person owns.
How it works
The MPEG-2 video is decoded and re-encoded as H.264, and the audio — typically MP2 or AC-3 — as AAC, inside an MP4 container. That is a full re-encode with the small quality cost any re-encode carries.
The result is normally much smaller. H.264 is roughly twice as efficient as MPEG-2 for the same quality, and MPEG program streams carry padding that MP4 does not, so a DVD-sourced file landing at a third of its original size while looking the same is ordinary rather than suspicious.
Remux first if the source matters
There is a better order for anything irreplaceable. Remuxing the MPEG to MKV is lossless — the streams are copied, nothing is re-encoded — so it preserves the rip exactly while putting it in a container that can hold subtitles and several audio tracks.
Keep that as the master and make MP4s from it when a device needs one. That way the compatibility copy is disposable and the original is not, which matters most for footage from a disc you no longer own.
What conversion cannot recover
Resolution. A DVD is 720 by 576 or 720 by 480 depending on where it was sold, and that is what the file holds regardless of what it is converted to. Upscaling produces a larger picture rather than a more detailed one — the model is inventing plausible pixels, which is visible on faces to anyone who knew them.

Why will my MPEG not play on my phone?
Because of the codec inside it. MPEG-2 was standardized in 1994 for DVDs and digital broadcast, and when phones and televisions began decoding video in hardware they built that hardware for H.264. A phone is not refusing your file out of stubbornness — it genuinely has no decoder for the picture in it.
Will it look worse afterwards?
Marginally, and less than you might expect. MPEG-2 is an inefficient codec by modern standards, so H.264 can reproduce the same picture using far fewer bits — much of what it discards is redundancy rather than detail. What you notice in practice is that it plays.
