How it works
The M4A container is opened, its AAC stream decoded to raw samples, and those samples encoded as MP3 at a high variable bitrate. There is no way to avoid the decode-and-re-encode: MP3 and AAC are different codecs, and an MP3 file can only contain MP3.
Why anyone converts down
Compatibility, and only compatibility. Car stereos from before roughly 2010, dedicated audio players, dictation and transcription software, some DJ equipment and plenty of embedded devices read MP3 and nothing else. When one of those is the destination, the format is the blocker.
What it costs
One generation of lossy encoding. The audio in an M4A has already been through one; this adds a second. At a high variable bitrate the result is transparent for speech and close to it for music, but the loss is cumulative and irreversible — converting the MP3 back to M4A later recovers nothing.
The size that goes up
Expect a larger file. AAC needs fewer bits than MP3 for the same perceived quality, so matching a 256 kbps AAC file takes more than 256 kbps of MP3. A conversion that produces a bigger file is doing the right thing here.
Keep the M4A
This is the practical advice that matters most. The MP3 is a delivery copy for one stubborn device. The M4A is the better version, and once it is deleted there is no route back to it.
If quality is the priority
Convert to FLAC or WAV instead. Both are lossless, so nothing is added to what the AAC already lost, and both are the right choice when the audio will be edited or re-encoded again later.
Where M4A files come from
Two places, both Apple. Voice Memos on an iPhone saves recordings as M4A, and iTunes ripped CDs to it for years once Apple moved on from MP3. Between them they account for almost every M4A anyone has.
The first is now the more common. A phone is the default recording device for interviews, lectures and meetings, and the file that comes off it has to go somewhere that may not accept it.
What the conversion costs
M4A holds AAC, which is lossy and generally better than MP3 at the same bitrate. So this is both a second generation of encoding and a move to a weaker codec — a downgrade taken for compatibility, which is the honest way to describe it.
It is the right trade for a car stereo, an older player or software with a fixed format list. It is the wrong one if the destination reads M4A perfectly well, which most modern software does. Check before converting.

Larger, because MP3 is less efficient than AAC at the same perceived quality. The service accepts it, which was the entire reason for converting.
An album track for a car stereo
The stereo plays it. On good speakers a careful listener may hear the second lossy pass on cymbals and applause; on a car system it is unlikely to be audible.

Does converting M4A to MP3 lose quality?
Yes, and it is worth being clear about it. AAC inside the M4A is already lossy, and MP3 is lossy again, so this is a second generation of loss. At the high variable bitrate used here it is not audible in most listening, but it is real and it cannot be reversed. Keep the M4A as the master and treat the MP3 as a copy for one device.
Why is the MP3 bigger than the M4A?
Because AAC is a more efficient codec. To sound comparable to a 256 kbps AAC file, MP3 needs a higher bitrate, so the file grows. This surprises people who expect any conversion to shrink a file — you are paying in size for the wider compatibility rather than gaining anything technical.
Is there any way to convert without losing quality?
Not to MP3. Any MP3 is lossy by definition, so a lossless route does not exist for this target. If the goal is to preserve the audio exactly, convert to FLAC or WAV instead: both are lossless, and neither adds a generation, though they are several times larger and not as widely supported on old hardware.
